Permit to work and Work to permit also known is PTW or WTP. The permit to start working at the job site with all measures and control in order to prevent any hazard or risk. The following plan for implementation with objectives, and types of permit such as hot work permit, cold work permit, and procedure of issuing the permit.

A permit to work is a control procedure, which may be issued for virtually any work activity but has usually been reserved for what would be classed as high-risk activities, tasks or processes. The procedure is a formalization of assessed and implemented controls and limitations, designed to provide a safe system of work. The permit is issued and returned to on completion of the work, by an authorized person.

A permit to work system is a documented procedure that requires people to carry out and sign for defined actions to make tasks safer before further work is conducted. A permit system is only part of a system of work and must be carefully set up and properly managed if it is to be a success.

Objectives of Work Permit System

The goals and objectives of Work Permit system are:
  1. To ensure the proper authorization from the particular authority of non-routine work.
  2. To make clear and demonstrate that person(s) carrying out the work and the risks involved and most precautions to be taken.
  3. To ensure that the person requesting the permit or with a permit is responsible for an area or job site for the installation is aware of all work being done there.
  4. To provide a record track and record showing that the method statement of work and the precautions during the work needed have been checked as per the procedure and by the appropriate person. And if deemed necessary, to ensure a second officer or authorized person opinion is obtained to prevent errors of judgment, mistake or the taking of shortcuts, which may increase and hazard and result in the risk.
The same Work Permit procedure should be used whether the person doing the work is a contractor or a company employee. When the work is to be done by a contractor, the contract, without taking away from the responsibility of the contractor, should require the contractor to inform his employees of the Work Permit procedures and to see that they follow those procedures.

A Work Permit is intended primarily to safeguard people and property, but it may also be needed as evidence in the case of claims against the Company or other legal actions.

Permits in Use

Within the Company some formalized permit to work systems are in operation, examples are:
  • Permits to Work
  • Hot Work Permit
  • Permit to Discharge
  • Permit to entering and Confined Space
Accurate information about most of the permit systems is contained in relevant sections of this manual.

Issue of the Permit

Most of the work activities undertaken by the Company or its sub-contractors can be covered by the systems currently in use. However, there may be occasions where specialist works or activities are being undertaken which need a specific permit other than those available. In this event, advice should be obtained from the HSE Department.

Permit to work formats vary for each task covered, but most have common points, which include:

  1. A unique permit number.
  2. The contract name or number.
  3. Date and time of issue.
  4. Duration of the permit to work.
  5. Identification of the precise work location.
  6. Description of the hazard, foreseeable risks.
  7. List of the precautionary measures to be taken.
  8. Testing and proving procedures.
  9. Details of emergency procedures and signals.
Acknowledgment and confirmation of understanding of the work, the hazard and the precautions, and signed by the person in charge of the work. The signing of the completed or part completed work by the individual in charge of the work.

Cancellation of the permit to work 

Cancellation of the Work permit shall be made only by the authorized person. The requirements for a permit to work system will usually be identified in the health and safety plan, and be included in site-specific safety rules and covered in the site induction.
