1. On the home page click on "الخدمات الإلكترونية للمنشأت" which means E Service Facility Electronic.

2. On the left menu click on "الاستعلامات الالكترونية" Electronic Queries and then click on “إستعلام” Inquiry to proceed in query page for entering Iqama number.

3. Under the "الاستعلامات الالكترونية" Electronic Query for Iqama enter رقم الإقامة Resident permit ID number.

Saudi Nationalization Scheme or Nitaqat system

This law implemented in response to the fast growth of Saudi jobless ratio. Where private establishment or companies were not hiring Saudi nationals for many unknown reasons. In other words, Saudi Government also trying to push the nation to work. The law implemented strictly for recruitment of Saudis citizens with the ratio in percentage of having numbers of manpower in each organization. The Nitaqat system is now punishing with the representation of colors.

Nitaqat mean the ranges or Zone, the program was initially announced in June 2011 after when MOL passed the Ministerial Resolution reference number 4040. It was originally published, but complete implementation and the deadline for Nitaqat program was after two years 2013. With the implementation of this program, the increase in youth unemployment decreased.

And the expatriate ratio of final exit and profession change or sponsorship change rate increased. Most of them start changing their job for legalization. Mostly private companies/firms shut down due to not comply with Nitaqat nationalization program. The sole aim is to decrease the number of nationalization in private firm/companies and establishment.

Classification of Nitaqat into colors categories

This program further develops and classified into followings categories.
  1. Platinum Color 
  2. Green Color
  3. Light Green Color
  4. Yellow color 
  5. Red color
  6. White color
These classification representing the private sectors Saudization rates. Example if there are less 10 employees you category fall in White color while you don’t need the flow of Saudi workforce or recruitment of Saudis. Most expatriates are worries to their Iqama color status while they are worried about Iqama red color due to the penalty from MOL like stopping of exit re-entry visa or for other concern related to Government deals. Advantages and penalties from Nitaqat program:

Followings are explaining the benefits and penalties of each category. With high ratio, the Government is offering more relaxation to business firms while less Saudization are receiving kinds of penalties.

Platinum or Premium Color Category knowing as VIP
  • In this classification, they can do recruitment process for foreign manpower with the facility of secure visa processing online. 
  • Having the ability to take out the workers from Red or Yellow category without taking any permission from their employer’s. 
  • For any failure to meet renewal of licenses and registration renewal there will be no problem from Ministries and will be allotted with the grace period of one year for any correction to meet any Ministry requirements. 
  • There will be no ban for of completion of two years duration of the contract to get employee transfer from the current employer.

Green Color Category Known as Excellent complying

  • In this category, the firm has the ability for applying for visas in every two months for a single time.
  • Falling in the Green color group the business can hire employees from yellow and even red categories and have the power to get it without the employee's permission to transfer their visas and sponsorship to own.
  • A company can change foreign worker profession except for the positions of Saudi citizens.
  • For any failure to meet renewal of licenses and registration renewal there will be no problem from Ministries and will be allotted with the grace period of six months for any correction to meet any Ministry requirements. 
  • Having the opportunity to renew Iqama / Muqeem card known as resident work permit before 3 months of expiry Iqama. 

Yellow Color Category knowing as poor complying:

  • This category will fall in the penalty of not getting new visas if required. And will have limited opportunity to get only one visa in case if the firm deported two foreign workers. 
  • No transfer of sponsorship allowed and cannot restrict any employee to take visa transfer to another. 
  • The only Red category would not be able to get visa transfer from Yellow. 
  • No grace period provided from Ministries requirement if fail to do so. 

Red Color Category knowing as Not complying:

  • No new visa are allowed in this category. 
  • They will be able to do any transfer of workers. 
  • No power of authorization to stop the employee from moving and employee can do the transfer without permission. 
  • Ministry of Interior will not renew any Iqama, and Iqama MOL will represent in Red color. 
  • Ban for changing of workers resident permit / Muqeem card profession. 
  • No permission will allow opening any new branch office or service support unless correction of Nitaqat and Saudization. 
  • No grace period or any chance from Government. 

White Color Category known as no relation with Nitaqat:

  • As usual, only one Saudi is required. By default, this option is fulfilling as expatriates can’t establish easily any firm without Saudi citizen. 
  • They are that establishment with less than 10 workforce and having no obligation from Nitaqat law to hire Saudis. 
  • Due to tiny business that fulfills the only daily need as the local business, there will be no objection from any officials to fulfill Saudization law. 
In short Nitaqat system color representing the current status of sponsor and number of Saudi Citizens in each establishment or company. They are the reason expatriate are fall in searching to check iqama color for known the status of iqama color category.   • A firm with less than nine workers should have at least one Saudi and no Saudization law is implemented here.
  • More than 10 employees covering in Nitaqat program and must have 10% to fall in the Green color category. In the example the to catch Green category with 49 total manpower you must keep 10% of Saudis.

  • An average company with 50+ to 499 workers are easy to manage as they need only 12% of Saudis for 50+ and even for 499.
  • Up to 3000 and more the green category is easy but this chart can revise by Ministry in case the current law didn’t reduce unemployment for the Saudi Nation.

Note that the graph showing percentage is not fixed and can be changed to increase or decrease any time accordingly to control tune of unemployment ratio, mostly in youth and another regularization purpose.

How to improve Saudization Nitaqat with easy tips

  1. There are few tips following by smart business entrepreneur to compete with Saudization for complying with Nitaqat program. Sometimes the category is not get updated if Saudi workforce is not yet registered in GOSI known as General Organization for Social Insurance.
  2. This is important to keep the update of record with General Organization for Social Insurance. GOSI registration is the base to confirm the ratio of Saudization. Here are the followings tips and tricks.
  3. Usually one Saudi is counted as one and consider with his salary wages 10K. But there is the possibility of hiring two Saudis as part time to be considered as one Saudi. Part time job is thinking half Saudi, and salary wages can be negotiated to make it less than 10K for both part time job Saudis. Remember this trick cannot work if increasing more than 10% of the total.
  4. Special needs employees or disables employees are equal to 4 Saudi citizens. This is great but can benefit up to 25% only.
  5. Hiring recently released from prison will be considered as 2 citizens and will be count as two towards Saudization rates.
  6. Taking Saudi mother-offspring which are still trying for nationality will also be considered as one Saudi. Same as offering the job to Saudi national Husband or wife.
